Views Differ on Landlord Licensing

It hasn’t come before the Logan Municipal Council yet but a proposed rental licensing program is getting strong opposition from property owners when brought up at recent neighborhood council meetings. Logan City Mayor Randy Watts says the city is not trying to beat up on landlords but he says the safety and welfare of citizens is his top priority. On KVNU’s Crosstalk show Friday, Watts said too many apartments are not meeting standards when it comes to fire issues, carbon monoxide detectors, stairways and other issues. He says a license would only cost $25 a year. “It’s $25 and gives us a chance to walk back through and screen them with our building department people to make sure that the standards are met. And if they aren’t, then we go and tell them,” Watts said. “We give them a sheet that tells them ‘these are the things that you need to clean up to make it safe for the residents moving in to these apartments.’”Jack Nixon, who has spent many years in the real estate and property management industries, says this proposed rental licensing program is not only not wanted but it is not needed. Nixon told KVNU that several years ago he became part of a 4-person committee organized for landlords to police themselves. Nixon says in the course of eight or nine years, about 30 complaints have been handled and all have been successfully resolved. Watts says they have done some good things but many problems still exist. “I think there (are) plenty of regulations and ordinances that we really don’t need to impose licensing and hire inspectors,” Nixon said. He continued by saying inspectors shouldn’t be necessary “to come around and inspect our apartments and to scare people, and to just create more confusion and more discord between landlords and the city officials.”Nixon says he would be willing to continue serving on the committee. The names of the committee members are posted in every apartment.
