Panel sees need for ethics reform in Utah

They concluded that the Utah Legislature needs to make four changes to strengthen ethics. The changes that need to be made include formation of an independent ethics commission, adoption of campaign finance limits, implementation of more stringent lobbying guidelines, and adoption of an independent re-districting commission.
