Logan residents will have a chance to speak out Tuesday on the city’s proposed budget for the new fiscal year.The public hearing will be part of a regular meeting of the Logan Municipal Council which starts at 5:30 p.m.The proposed budget calls for a $3.70 per month increase in the sewer service rate and a $1 increase per month in water rates. Public Works Director Mark Nielson said both increases are needed because of the city’s aging infrastructure.
