With the help of two Republicans, Congressional Democrats were able to pass a bill extending jobless benefits to millions of people whose payments had run out.Cache County Republican Party Chairman David James says he wishes if it had to pass that stimulus money would have been used rather than running up more debt. James says he is concerned that the unemployment program is transitioning from insurance to a welfare program.”The other thing is that there are numerous reports coming out all the time that we’re developing, as a result of this, a fairly hefty gray market/black market, whatever you want to call it, for labor,” James explains. “People will go out and work on a cash basis so that they don’t lose their unemployment benefits. “That certainly was never the intent of these programs. But when you extend and extend and extend them, you run the risk of creating those kinds of unintended consequences.”James says at least he feels there should be a provision that this is the last extension of the benefits.
