Logan mask mandate takes effect Saturday

Logan Mayor Holly Daines announced the implementation of her citywide mask mandate at an afternoon press conference today.

LOGAN – A citywide mandate making the wearing of face coverings mandatory for Logan residents and visitors will take effect Saturday.

The executive order signed by Mayor Holly Daines today applies to any individual over age five who is medically or psychologically able to tolerate a face covering.

The city ordinance stipulates that a face covering that completely covers the nose and mouth must be worn in “public areas where consistent social distancing of at least six feet is not possible, reasonable or prudent.”

At an afternoon press conference, Daines emphasized that enforcement of the mask mandate will be done primarily through corrective education and warnings.

“While a violation of this executive order can be cited administratively or criminally,” the mayor explained, “law enforcement (personnel) have been directed to provide a verbal reminder to people in violation of this order and only issue citations for repeated or egregious violations.”

Daines added that the executive order will expire in 30 days, but added that she is prepared to seek an extension from the Logan City Council if circumstances related to the ongoing coronavirus outbreak are unchanged in late August.

With an authorization provided by Gov. Gary Herbert today, Logan has joined a handful of other local entities in Utah that have made the wearing of face coverings in public mandatory. Those entities are Salt Lake City and three Utah counties: Grand, Salt Lake and Summit.

While Herbert has been quick to grant such requests from local authorities, he has declined to impose a similar statewide mask mandate. In prepared remarks, Daines thanked the governor for his faith in local-level decision making.

Daines explained that her primary motive for seeking authorization for the mask mandate was to take a proactive step toward making local face covering guidelines consistent citywide since both the Logan City School District and Utah State University have already adopted similar policies.

The goal of the mandate, according to Daines, is help to continue the downward trend of positive COVID-19 cases in the Bear River Health District and to safely keep both industries and local businesses operating.

The executive order specifically mandates the wearing of face coverings both inside and outside of retail and public buildings as well as at public gatherings, indoor or outdoors, when social distancing is not possible.

Exceptions to the mask mandate include being outdoors when social distancing is easily maintained or for health or work-related reasons.


Logan Mayor Holly Daines’ Executive Order for Mandated Face Coverings

WHEREAS, pursuant to section 4 of Governor Gary R. Herbert’s Executive Order 2020-44, I, Holly H. Daines, Mayor of Logan have requested an exception to the Phased Guidelines for the
General Public and Business to Maximize Public Health and Economic Reactivation, in order to mandate the wearing of face coverings in all areas open to the public within the City of Logan
when social distancing of at least six feet is not possible; and

WHEREAS, Governor Herbert has granted this requested exception to the City of Logan on July 30, 2020; and

WHEREAS, relating to Covid-19, I have declared a local state of emergency pursuant to the authority granted under Utah Code Ann. §53-2a-208 which grants me, as Chief Executive
Officer of the City of Logan, the authority to issue executive orders addressing said emergency.

NOW, THEREFORE, I, Holly H. Daines, Mayor of the City of Logan, hereby issue the following executive order:

1. Any individual within the City of Logan who is age five and over and able to medically or psychologically tolerate a face covering shall be required to wear a face covering that completely covers the nose and mouth in public areas where consistent social distancing of at least six feet is not possible, reasonable or prudent. 2. Enforcement will be done primarily through education and warnings, however, enforcement and penalty provisions for this order may be pursuant to Logan Administrative Enforcement Code §17.60 or Utah Code Ann. §76-8-317. While a violation of this executive order can be cited administratively or criminally, law enforcement has been directed to provide a verbal reminder to people in violation of this order and only cite for repeat or egregious violations.

3. This Executive Order takes effect August 1, 2020. This Executive Order will expire at 11:59 p.m. on August 30, 2020 unless extended, rescinded, superseded, or amended in writing, and shall be re-evaluated as warranted.

    Be careful, Logan. You’re so quickly and easily giving up your constitutional rights and civil liberties to a tyrant that is governing by fiat. Open your eyes and realize what Is happening.

    Your government is disenfranchising citizens with this decree. It’s time to to petition the Government for a redress of grievances.”

    Encourage your city council members to vote against this mandate and call your mayor all day, every day, so she knows where her constituents stand!

    Let’s figure this out together without compromising individual civil liberties.

    Very interesting when the science holds that cloth masks may actually put you at risk of greater harm. Is the city planning on handing out N99 or N100s? Nothing else is rated to stop a virus. might as well put up a chain link fence to stop a mosquito. It’s not that I am against mask wearing. It’s just that they kept saying to follow the science and when I actually did it didn’t support their claims. I’ll wear the masks when social distancing is not at all possible. Whenever I can maintain a six foot buffer you can bet that mask will be down around my neck. It doesn’t do anything to prevent the spread of virus. In my opinion it is merely a security blanket for those who are so scared they are on the verge of losing it all together. Maybe one day they will put on their adult pants and realize life isn’t safe and we just have to live with that until that thing that will eventually kill us catches up to us.

    A great move demonstrating leadership my Mayor Daines. This isn’t about “constitutional rights, as the right would like to portray it. It’s about public health and falls into the same category as smoking, which is banned inside public buildings and entrances. Smokers don’t have the right to spew their second-hand carcinogens into a public breathing space; neither should those who may be asymptomatically harboring the coronavirus that causes Covid-19.

    I guess we could always ask Hermain Cain for his opinion on masking up in public settings. Oh, wait…

    People acting like a mask is some political statement is such a bunch of crap. No one has taken away your freedom, it’s just a mask and it’s literally the least you can do to help with the pandemic. I just got back from California, everyone has to wear a mask there and they do it without complaining so stop being babies.

      You lost all respect when you used California as your example. No where outside of California, wants to be like California. This is nothing more than political posturing. The reality is, more people are wearing masks than ever before, and we continue to see a rise in virus cases. So the masks are nothing more than a talking point and an attempt to make people feel they are somehow safe by wearing them.

    It’s about time Mayor Daines! Not that I think it will change the actions of those who choose not to wear masks in public. As shown by those who walk Unmasked past the signs posted by merchants requiring masks when entering their businesses.

    I only have one question for those of you that feel violated when asked to wear a mask. Do you feel the same way about vaccines?

    Wearing a mask for more than a few minutes can create a build up of carbon dioxide. Anything over 1000 ppm is deemed problamatic, and anything over 2000 ppm you will start experiencing symptoms.
    If you watch the following youtube video you will see how the levels can exceed 10,000 ppm with in a few minutes of putting on a mask.

    Exposure to CO2 can produce a variety of health effects. These may include headaches, dizziness, restlessness, a tingling or pins or needles feeling, difficulty breathing, sweating, tiredness, increased heart rate, elevated blood pressure, coma, asphyxia, and convulsions

    What level of co2 is toxic to humans?

    1000 to 2000 ppm, the air quality is low. From 2000 to 5000 ppm, CO2 concentration starts to cause problems (headaches, insomnia, nausea). It is a dirty air.     The Emperor’s New Clothes…. Everyone who religiously believes in masks ought to read that story.

    A few questions:

    Where is the campaign promoting individual responsibility in the lives of those who are at risk or just concerned? Shouldn’t that have been the first step? Why is it that everybody else should modify their lifestyle instead? Who’s idea was that?

    What happens when COVID-20 comes out? (It will in some form.) Masks again? Masks forever? Where’s the line?

    Why is a mask any better than just not coughing or sneezing on people? Why are we wearing masks when they don’t even know if COVID-19 is aerosolized? Why should I wear one if you already are?

    Where is the person who knew for a fact that they were infected by a random stranger at Walmart without a mask and then died? Where is the evidence?

    Lastly, where have all the men gone?

    I understand that people generally want to be pacific in their daily interactions. But let me just suggest that wearing a mask simply to please others is not a good motivation. Neither is it a good reason for implementing such a policy.

    I’ll wear a mask when/if appropriate. In fact, people I work with have health conditions which put them at risk. Fine. I might still think it’s a little silly, but I wear one in that situation.

    But I will pay a fine or get arrested before I am forced to wear one unreasonably.

    I will actively help any true conservative who runs against this draconian mayor. My question is this, SHE declared a state of emergency in Logan, what benefits does her office see because of it. Follow the money and power grabs. The only people dying from this flu are people who are already compromised. Mask the sick. Not healthy. There have always been illnesses. We do not need a vaccine or a plastic bubble. Strengthen personal immunity. Government will not save you. God has that power alone.
