Logan City Council sets public hearing on mask mandate

The Logan City Council will hold a public hearing on Logan's controversial mask mandate at 5:30 p.m. on Aug. 18.

LOGAN – The Logan City Council will hold a public hearing on Aug. 18 before voting on whether to extend the city’s mandatory mask mandate until Dec. 31.

Council chair Amy Z. Anderson said the public hearing is scheduled as part of the council’s regular bi-weekly meeting starting at 5:30 p.m. in the Logan Municipal Council Chambers located at 290 North 100 West in Logan.

Anderson reminded area residents planning to attend the hearing that the seating capacity of the council chamber is limited, although two overflow areas are available.

The length of time allotted for each individual’s comments during the hearing will be dependent on the number of people signing up to speak. While attendance at the council meeting is open to anyone, Anderson warned that Logan residents will be given priority in making comments about the mask mandate.

Anyone entering the Logan City Hall must wear a face covering and practice social distancing.

Mayor Holly Daines imposed the mask mandate on Logan residents and visitors Aug. 1 with a 30-day emergency declaration and then requested that members of the City Council extend that order through the end of the year.

Although City Attorney Kimber Housley advised that the city was not legally required to seek public comment on the mask mandate, Anderson said that the decision to hold the Aug. 18 public hearing was made in coordination with all members of the council.

In the meantime, the public is encouraged to email any questions or comments in advance to [email protected] as council members gather information for their deliberations.

The mask mandate has been controversial because Daines provided limited public notice before requesting state authorization to impose the emergency measure. Some residents have also voiced concern that the mayor’s executive order included stipulations that the mask mandate can be enforced either “administratively or criminally … for repeated or egregious violations.”

Daines’ executive order applies to any individual over age five who is medically or psychologically able to tolerate a face covering.

The city ordinance stipulates that a face covering that completely covers the nose and mouth must be worn in “public areas where consistent social distancing of at least six feet is not possible, reasonable or prudent.”

With that order, Logan has joined a handful of other local entities in Utah that have made the wearing of face coverings in public mandatory. Those entities are Salt Lake City and three Utah counties: Grand, Salt Lake and Summit.

    All those entities that made masks mandatory, are run by liberals, as is Logan City. Remember to write and call the council members as often as you can!

      Actually, you are required to follow mandates regarding public health as ordered by the highest court in the land. I will provide the specific cases if you wish. It’s why the restaurants you attend get graded on their ability to provide the public with healthy food.
      Anyway, how the weather up there on that horse?

    Masks are designed to prevent the spread of bacteria not viruses. Read the studies for yourself. Follow the science as they say. These mandates are not helping, other than to perpetuate fear.

    I’d like to thank Free Bird for their hard work in posting the city council members’ addresses and phone numbers. I and my wife will be sending each one a detailed email about why we support the mask mandate *and* the criminal prosecution of those who defy them in public spaces! Really, terrific work there Free Bird. Although I do question the necessity of posting their home addresses. Curious as to whether you support doxxing? It seems by your actions that you are? I guess its cool if Tucker Carlson gets doxxed too then, yes? Or is it only cool when conservatives do it to these “liberals” (read: anyone that disagrees with your narrow-minded opinions)?

    News flash bucko, labeling everyone a liberal doesn’t scare as many people today as it did 30 years ago. Your tactics are laughable and pathetic.

    I can feel your mounting anxiety about the election, Big Tough Conservative Person, and I revel in it. It gives me strength to see you whine and moan. But hey, don’t get so down. At least it’ll soon be your turn to cry about everything!

      No ones making you get a citation, but if you choose to donate that part of your paycheck to the city via disobedience, who are we to stop you?

    There are no grounds for a local health emergency. Emergency Services Act (ESA), a local health emergency may only be proclaimed by a
    local health officer when:
    1) There is a release or spill of material that is subsequently determined to be hazardous
    or medical waste, or
    2) There is an “imminent and proximate threat of the introduction of any contagious,
    infectious, or communicable disease, chemical agent, noncommunicable biologic agent,
    toxin or radioactive agent”
    Based on the definition of the above, there are NO GROUNDS for a local emergency in
    our county.
    There is no imminent [definition: “about to happen”] or proximate [definition:
    “immediate”] threat.
    Therefore the covid situation does not meet the definition for a local health
    emergency.
    The “introduction” of this disease was declared on February 25, several months ago.
    That does not meet the definition of an “introduction” of the disease.
    Here are some facts:

    ”There is no scientific evidence that masks are effective. If you are not sick, you should not wear a face mask
    US Department of Labor — OSHA:
    ”Oxygen deficient is any atmosphere that contains less than19.5%.” This happens when the oxygen is displaced by inert gas such as CARBON DIOXIDE and is the leading cause of FATALITIES.
    Can you tell me why you SUPPORT the public being HARASSED and INTIMIDATED in places of business, when our state civil code protects me from discrimination based on my medical condition, and allows for my “free and equal” access to all business establishments of any kind, whatsoever?

    I’m so curious as to when we will see the COVID outbreak from the fair and rodeo. Literally thousands of participants with a handful of masks. Numbers keep dropping even a week after the fair – if the masks are so necessary why aren’t we seeing a major outbreak?
